2008 Cta/Cd-Omh: The purpose of the CTA/CD Program is to develop and improve the coordination and continuum of comprehensive HIV prevention, treatment and supportive services provided by organizations closely interfaced with targeted minority populations impacted by HIV/AIDS. Through a collaborative technical assistance and capacity development approach, the program aims to improve the capability of community based organizations to provide a comprehensive continuum of HIV/AIDS related services, inclusive of treatment for substance abuse and mental health disorders, primary medical services, and case management services. The CTA/CD Program places a primary focus on the unmet needs of specific subpopulations, including reentry populations, women in transition, substance abusers, and individuals impacted by mental health disorders.

- To qualify for funding, an applicant must have a minimum of five years experience providing HIV/AIDS-related services and be a: . Private nonprofit community-based, minority-serving organization (see Definitions) which addresses health and human services; or . Public (local government) entity which addresses health and human services; or . Tribal governmental entity which addresses health and human services. Each applicant under the CTA/CD Program must represent a collaborative partnership consisting of a minimum of three distinct organizations which includes: (1) a community- based minority- serving organization; (2) a substance abuse and/or mental health treatment program, and (3) a community-based health center that provides a comprehensive array of HIV/AIDS prevention and treatment services.
