- This program is authorized by 42 U.S.C. 300u-2(a). Grantees will develop and implement a new program funded by OWH, which provides realistic prevention education services focused on the intersection between juvenile delinquency and STD/HIV infection for female adolescents/youths. This program will specifically target female adolescents/youths aged 9-17 who are deemed at-risk for juvenile delinquency. This program will be evaluation- intensive and build capacity within communities to serve the needs of female adolescents/youths. For the purposes of this announcement female adolescents/youths will be referred to as girls. The purpose of this program is to increase HIV/STD prevention knowledge and reduce the risk of contracting HIV/STD among girls between the ages of 9-17 who are considered at-risk for juvenile delinquency using multi-level interventions and approaches. This program shall focus on the intersection between sexually risky and juvenile delinquent behaviors. Grantees will be expected to implement the following group and community level interventions: Group-level Intervention is: ? Direct demonstration of an HIV/STD prevention education intervention for at-risk girls Community-level interventions are: ? Community awareness activities and events targeting the local youth community ? Capacity building and technical assistance to service providers for girls in vulnerable situations (e.g. foster homes, pregnant teen homes, juvenile group homes, detention facilities, urban Boys and Girls Clubs, urban Girl Scouts, local Office on Youth, etc) and to parents/guardians of at-risk girls.
