A Best Practices White Paper Specific to Lesbian, Gay, Bisexual, Transgender and Intersex Juvenile Offenders in Corrections: The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for a 12-month period to begin no later than August 15, 2014. Work under this cooperative agreement will involve the development of a white paper specific to recommended best practices in the safe and respectful management of the LGBTI juvenile offender population both in custody and on community supervision. Activities associated with this project include, but are not limited to, the convening of a subject matter expert meeting, the review of current literature and research, and interviews with staff and offenders, including within focus groups. This project will be a collaborative venture with the NIC Community Services Division.
