- Eligible applicants must be public or private non-profit entities that are HIV primary care providers. Faith-based or community-based organizations are eligible to apply. Applicants must have been in operation at least 3 years and must be providing care for at least 300 HIV positive patients per year. Programs concurrently received Federal or other types of funding for other HIV prevention with positives interventions are not eligible to apply.

- The goal for all Health Resources and Services Administration (HRSA) programs is to assure access to high quality health care and reduce disparities in health outcomes for recipients of services in HRSA funded programs. The result is that all persons who need care have equal access to high quality health care, regardless of the payment source.
