AIDS Drug Assistance Program (ADAP) Emergency Relief Funds (ERF): This announcement solicits applications for the Ryan White HIV/AIDS Program (RWHAP) Part B AIDS Drug Assistance Program (ADAP) Emergency Relief Funds (ERF).  ADAP is administered by the Health Resources and Services Administration's (HRSA) HIV/AIDS Bureau (HAB), Division of State HIV/AIDS Programs (DSHAP). ADAP ERF awards are intended for States/Territories that demonstrate the need for additional resources to prevent, reduce, or eliminate ADAP waiting lists, including through cost-containment measures (for example, the provision of health insurance assistance).  ADAP ERF awards will be based on applicants' ability to successfully demonstrate need for additional funding.  This demonstrated need will be evaluated by an external Objective Review Committee (ORC) based on criteria published in this funding opportunity announcement (FOA), with priority given to addressing waiting lists. This ERF initiative was first awarded in August 2010, when numerous States/Territories were experiencing ADAP waiting lists.  Through the effective use of these funds, all waiting lists have been eliminated as of the time of publication of this FOA.  HRSA continues to provide funding under this initiative to maintain infrastructure in those States/Territories that had previously imposed waiting lists, and to ensure that no new waiting lists are established. States/Territories that did not report an existing waiting list to HRSA must use funding awarded under this announcement to prevent a waiting list through “cost-cutting” and/or “cost-saving” measures (e.g., establishment of a health insurance assistance program).  States/Territories that have recently imposed a new ADAP waiting list must use all funding awarded under this announcement to remove clients from the waiting list, and must immediately report the waiting list to HRSA.
