Eligible applicants for awards are recipients and subrecipients of the Enhanced Mobility for Seniors and Individuals with Disabilities Program, which are defined under 49 U.S.C. 5310: designated recipients, States and local governmental authorities, private nonprofit organizations, and operators of public transportation. Proposals may contain projects to be implemented by the recipient or its subrecipients. Eligible subrecipients include public agencies, private nonprofit organizations, and private providers engaged in public transportation. Applicants must be registered in the System for Award Management (SAM) database and maintain an active SAM registration with current information at all times during which it has an active Federal award or an application or plan under consideration by FTA.
