This Funding Opportunity Announcement (FOA) supports Section 654, the H-Prize, of the Energy Independence and Security Act (EISA) of 2007. The H-Prize is an amendment to the Energy Policy Act of 2005, Section 1008 and authorizes the Secretary of Energy to carry out a program to competitively award cash prizes to advance the research, development, demonstration and commercial application of hydrogen energy technologies. As such, the H-Prize is directly aligned with the Department of Energy's (DOE) Hydrogen Program, which is a key component of the President's Hydrogen Fuel and Advanced Energy Initiatives that will enable the Nation to achieve a diverse, secure and emissions-free energy future. Widespread commercialization of hydrogen fuel cell vehicles will support our national security interests by improving efficiency, reducing our use of oil and reducing CO2 emissions. To support the President's initiatives, the DOE's Hydrogen Program is developing hydrogen and fuel cell technologies for multiple applications with a focus on the transportation sector. Hydrogen storage is one of the most challenging critical barriers to the viability of hydrogen-powered vehicles. Technologies are needed to safely store hydrogen on-board a vehicle while meeting consumer expectations for driving range, performance and refueling time without compromising passenger or cargo space. The first H-Prize in hydrogen storage will complement the Hydrogen Program's research and development (R D) activities in both basic and applied science, and provide additional incentives for breakthrough solutions to the critical challenge of hydrogen storage. Through this FOA, DOE seeks to identify an organization that will serve as an Administering Entity to implement the H-Prize, in accordance with EISA, Section 654. This FOA is not for the prize itself, but rather for the organization that will work with DOE to administer and advertise the prize competitions, raise funds to contribute to the cash prizes and work with DOE to develop criteria for the selection of judges and prize winners. This Administering Entity will also be responsible for raising funds sufficient to support its own administration over-head. The first prize to be implemented by the Administering Entity is in the category of advancements in technologies, components or systems related to hydrogen storage. This FOA will serve as the pilot program for the H-Prize. Further prizes and announcements under the H-Prize may be forthcoming, subject to congressional appropriations in future years. The hydrogen storage H-Prize will focus on material based technologies for on-board vehicular storage with potential to meet DOE technical targets. This will include technologies to develop materials for on-board storage such as high throughput or combinatorial techniques. The details and criteria will be determined by the DOE Hydrogen Program in consultation with the Administering Entity. It is expected that the Administering Entity has technical capabilities, either in-house or by teaming with an organization with experience in hydrogen technologies. Specific roles and responsibilities of the Administering Entity, in accordance with EISA, Section 654, include: a. Advertising prize/challenge competitions and their results; b. Raising funds from private entities and individuals to contribute to cash prizes and to pay for administrative costs; c. Developing, in consultation with and subject to the final approval of DOE, the criteria for selecting winners in prize competitions, based on goals provided by DOE; d. Determining, in consultation with and subject to the final approval of DOE, the appropriate amount of Federal funding and funding sources for each prize to be awarded; e. Providing advice and consultation with and subject to the final approval of DOE on the selection of judges using criteria developed in consultation with and subject to the final approval of DOE; and f. Protecting against the unauthorized use or disclosure of a registered participant's trade secrets and confidential business information. Any information properly identified as trade secrets or confidential business information that is submitted by a participant as part of the H-Prize competition may be withheld from public disclosure. As required by EISA, when determining the selection criteria for the prize winners, the Administering Entity shall consult with DOE's Hydrogen and Fuel Cell and Technical Advisory Committee and other Federal agencies, including the National Science Foundation. The Administering Entity may also consult with experts in private industry, such as those in professional societies, industry associations and the National Academy of Sciences and the National Academy of Engineering. Future prizes in the category of advancements in technologies, components or systems may be offered by DOE biennially in the topics of hydrogen production, storage, distribution and utilization. Applications for this FOA must be accessed, completed and submitted through grants.gov at http://www.grants.gov to be considered for award. Questions regarding the content of the FOA should be submitted through the Submit Question feature of the DOE Industry Interactive Procurement System (IIPS) at http://e-center.doe.gov. There are several one-time actions you must complete in order to submit an application through Grants.gov: 1) obtain a Dun and Bradstreet Data Universal Numbering System (DUNS) number; 2) register with the Central Contract Registry (CCR); 3) register with Grants.gov; and 4) register with the credential provider. Applicants, who are not registered with CCR and Grants.gov, should allow at least 21 days to complete these requirements, as you must COMPLETE ALL STEPS of the one-time registration process before you can submit your first application through Grants.gov. When done, call the Grants.gov Helpdesk at 1-800-518-4726 to verify successful registration. As Per the Energy Independence and Security Act of 2007 (H.R.6), Section 654, H-Prize, the adminsitering entity shall be a "private, nonprofit entity". Applicants must provide proof of nonprofit status (one of the following two items): 1) An IRS 501(c) Determination Letter if the Successful Applicant has Federal nonprofit status; or a statement from a State taxing body or the State secretary of state certifying that (a) the organization is a nonprofit organization operating within the State and (b) no part of its net earnings may lawfully benefit any private shareholder or individual; or 2) A certified copy of the applicant's certificate of incorporation or similar document that clearly establishes the nonprofit status of the applicant; or any item described above if that item applies to a State or national parent organization, together with a statement by the State or parent organization that the applicant is a local nonprofit affiliate.
