Advanced Composites Consortium Cooperative Agreement Notice: The National Aeronautics and Space Administration (NASA), Langley Research Center (LaRC) is releasing a Cooperative Agreement Notice (CAN) entitled Advanced Composites Consortium (ACC) in support of the Advanced Composites Project (ACP). The anticipated release date will be on or about August 15, 2014. The CAN will be available upon its release by opening the NASA Research Opportunities homepage at http://nspires.nasaprs.com/ and then linking through the menu listings "Solicitations" to "Open Solicitations." In Fiscal Year 2012, NASA's Aeronautics Research Mission Directorate (ARMD) began discussions about forming a Public Private Partnership (PPP) to implement an ACP. The ACP is an effort involving NASA, other Government agencies, industry and universities to accelerate the insertion of composite materials and structures into aeronautics vehicles. The goal of the project is to significantly reduce the time for development, verification, and regulatory acceptance of new composite materials and structures. A partnering synopsis was released in 2013. The partnering synopsis solicited potential partners to join NASA and the FAA in forming the ACC, a PPP to engage in mutually beneficial, cooperative activities supporting the goals and missions of the ACP. The selected partners were to collaborate with each other and with other interested government parties to develop a Collaboration Agreement to (1) govern how the parties to the ACC identify and perform research and development activities in support of the ACP, (2) establish how ACC members will provide funding and in-kind contributions in support of ACP research and development activities of mutual interest, (3) address terms for consortium membership, and (4) identify terms and conditions that will apply to research and development conducted by the ACC (e.g., intellectual property rights). Six partners were selected as a result of the partnering synopsis: Bell Helicopter Textron, GE Aviation, Lockheed Martin Corporation, Nort hrop Grumman Corporation, The Boeing Company, and United Technologies Corporation. There are plans to add additional partners in the future. The overall goal of the proposed cooperative agreement is to support the ACC with administration, communication, and funds management, as well as support to the research activities. A copy of the Collaboration Agreement will be included as part of the CAN. As defined in the NASA Grant and Cooperative Agreement Handbook, recipients of NASA cooperative agreements may not be paid a profit. For this notice, the provisions contained in the NASA Grant and Cooperative Agreement Handbook (NPR 5800.1) apply. Electronically submitted Notices of Intent to propose are encouraged and shall be submitted via NSPIRES. Proposal due date and exact location of submissions will be identified in the CAN.
