Affordable Care Act- Maternal, Infant, and Early Childhood Home Visiting Program: Nonprofit Organizations Competition: This announcement solicits applications for the Affordable Care Act (ACA) Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program in the State of Oklahoma.  The State of Oklahoma, which has received MIECHV grant funds since FY 2010, did not apply for FY 2013 MIECHV formula funds.[1]  Accordingly, the FY 2013 and FY 2014 MIECHV formula funding that was otherwise allocated to the State of Oklahoma is now being made available to a qualified nonprofit organization for the purposes described in this funding opportunity announcement (FOA). Applicant nonprofit organizations must demonstrate that they will provide home visiting services to families in at-risk communities identified in the MIECHV statewide needs assessment conducted by the Oklahoma State Department of Health (available online at http://mchb.hrsa.gov/programs/homevisiting/ta/fundingopportunity/ and http://www.ok.gov/health2/documents/MIECHV-Needs%20Assessment%20entire%20document.pdf) and in compliance with the goals, objectives, and requirements of the MIECHV Program set forth in § 511 of the Social Security Act (42 U.S.C. § 711) and this FOA. Subsection 511(h)(2)(B) of the authorizing legislation specifically requires that program requirements for MIECHV awards to nonprofit organizations be, to the greatest extent practicable, consistent with the requirements applicable to eligible entities that are states; require each nonprofit organization awardee to carry out the program funded under this announcement based on the needs assessment that was previously conducted by the relevant state in which it is now proposing to provide services under subsection (b); and require the organization to establish quantifiable, measurable 3- and 5-year benchmarks consistent with the requirements for eligible entities that are states, as set forth in subsection (d)(1)(A).
