Afghanistan: Enhancing Civil Society's Advocacy and Monitoring Capacity: Afghanistan: Enhancing Civil Society?s Advocacy and Monitoring Capacity (Approximately $1,000,000): DRL?s goal is to strengthen the capacity of civil society activists, including provincial civil society actors, to effectively monitor progress on implementation of government commitments on human rights and democracy that have been elicited at major international conferences, particularly at Bonn and Tokyo. The bureau seeks proposals that will build the capacity of civil society to advocate for the full implementation of human rights and political governance indicators outlined in the Tokyo Mutual Accountability Framework and provide technical training in methods to monitor the government?s efforts toward that goal. Competitive proposals will 1) focus on mobilizing a broad range of civil society actors ? youth, religious leaders, women?s groups and other community activists ? working in urban and rural areas to hold the government accountable for implementing its commitments on human rights and political governance, particularly the TMAF indicators; 2) leverage existing civi l society networks to advance the abovementioned objectives; and 3) encourage dialogue at district levels across demographic, ethnic and language divides in achieving the program objectives.
