Annual Program Statement (APS) for USAID/DCHA/OFDA FY-2004 Developmental Relief Initiative in Sierra Leone: USAID/OFDA?s mandate is to save lives, alleviate human suffering and reduce the economic impact of natural and human-made disasters worldwide. In order to fulfill its mandate, USAID/OFDA?s FY04 strategy in Sierra Leone will be to consolidate program gains made during the critical emergency and rehabilitation periods, thus, ensuring continued access to basic services and household food security to vulnerable populations. Barring any new humanitarian emergency requiring further intervention, FY04 will be the final year for direct OFDA support to Sierra Leone. Therefore, where appropriate, USAID/OFDA will seek to support those programs that provide clear links to relevant longer- term development activities supported by USAID and/or other actors. The broad goals of this APS are to: ? Implement developmental relief programs that focus on addressing gaps in current emergency/rehabilitation activities that will result in one or more of the following outcomes: 1) Sustainability of current emergency/rehabilitation programs beyond USAID/OFDA funding support; 2) Appropriate handover of current emergency/rehabilitation programs to relevant government agencies, national NGOs/CBOs, INGOs or other appropriate entities; 3) Responsible phase out of current emergency/rehabilitation programs
