Annualized Agricultural Non-Point Source (AnnAGNPS) Model for the Hanalei Watershed on the Island of Kauai, Hawaii: NRCS is requesting proposals for the development and operation of an Annualized Agricultural Non-Point Source (AnnAGNPS) model for the Hanalei Watershed. AnnAGNPS is a USDA-developed, watershed-scale pollutant loading model. Hanalei Watershed is the 24-square mile drainage area that empties into Hanalei Bay on the island of Kauai, Hawaii. The drainage basins for Hanalei, Waikoko, Waipa, and Waioli Streams are included in the Hanalei Watershed. The model will be used to assess and identify watershed treatment options to improve water quality in the Hanalei Watershed and Bay. It is estimated that approximately $35,000 will be available in total for the Cooperative Agreement during FY 2004. The proposal shall include the following phases of the development and operation of an AnnAGNPS model for the Hanalei Watershed: a. Collecting and/or developing input data sets required by the AnnAGNPS model for the Hanalei Watershed from various sources. b. Working with NRCS and other agency and organizational partners who are also a part of the Hanalei Watershed modeling effort. The successful applicant will continually update and provide review opportunities for agency and organizational partners during development and operation of the AnnAGNPS models c. Developing a working pilot AnnAGNPS model of the Hanalei Watershed with a minimum number of cells using available soil, landuse, Revised Universal Soil Loss Equation (RUSLE), and hydrology data. The model structure should be verified and model inputs calibrated using streamflow and suspended sediment records d. Gathering and inputting data to model existing conditions in the Hanalei Watershed. In this phase, the successful applicant will coordinate activities with NRCS and the Department of Interior, United States Geological Survey (USGS) for intensive field data collection and analysis. More detailed input files will be prepared. e. Refining the pilot AnnAGNPS model of the Hanalei Watershed to simulate current watershed conditions and proccesses. A more detailed cell map will be developed to more appropriately model the diversity of conditions in the watershed. f. Working with NRCS and others to develop and model resource treatments to improve water quality and natural resource conditions in the Hanalei Watershed. Comparisons of water and pollutant discharge between the existing conditions and treated conditions will be used as a basis for recommending management practices in the watershed. g. Preparing a report describing the model development process and discussing issues that affect the operation or output of the model. This report will be used to operate the model beyond the period of the agreement and to transfer the modeling technology to other Hawaii and tropical areas
