Antiterrorism and Emergency Assistance Program for Terrorism and Mass Violence Crimes: The Office for Victims of Crime (OVC) will only accept applications for Antiterrorism and Emergency Assistance Program grant funding from state victim assistance and victim compensation programs, public agencies including federal, state, and local governments, and victim service and non-governmental organizations only in response to an act of terrorism or mass violence. Funding is not available for pre-crisis planning under this grant program. In cases within the United States, applications will be accepted only from the jurisdiction in which the crime occurred. Under this program, OVC does not provide funding to individual crime victims. OVC also does not provide funding to foreign or domestic organizations operating for the purpose of engaging in any significant political or lobbying activities. Applications from eligible organizations should be submitted to OVC via GMS no later than September 30, 2003.
