Architecture for Diode High Energy Laser Systems (ADHELS): The purpose of this modification is to add a proposal preparation checklist. The checklist is as follows:A Checklist for BAA 05-09 Proposal PreparationA. Explain in detail how your concept scales to 100 kW within the 50 nm bandwidth and the Laser Performance Metric requirements.B. Given the historical difficulties of high power coherent beam combining of diode arrays containing tens to hundreds of diodes, please explain what is new in your approach that overcomes the difficulties that plagued these previous experiments.C. Provide the best evidence you can that the approach you propose to develop will lead to a Beam Propagation Factor that will meet the Phase 1 requirement of 0.25 and the Phase 2 requirement of 0.5; these must be separately demonstrated at full power. (See Program Scope in the BAA.)D. Please provide a comprehensive breakout for the individual elements of your projected Laser Performance Metric. E. Please make your defining near-field exit aperture clear. Please also make clear the outgoing beam fill factor at this exit aperture. Please include a drawing that also shows the size of the projected far field beam pattern. F. Where possible, please provide experimental evidence to justify important assertions that are made in your proposal.G. What efficiency degradation do you expect in going to 865 or 1040 nm diodes from 980 nm? Ensure that these efficiency degradations are included in your calculations of the LPM.H. Please provide a detailed drawing of the 10 kW system and its components. I. Provide a Gantt chart showing tasks and major milestones by month. J. Please provide a task-by-task cost summary by phase and government fiscal year, assuming a start date of Oct 1, 2005.K. To minimize the ADHELS program cost, please review your proposal cost to be certain that everything you have proposed is absolutely necessary to accomplish your objectives.L. Please include documentation proving your ownership of or possession of appropriate licensing rights to all patented inventions (or inventions for which a patent application has been filed) that will be utilized under your proposal for the DARPA program. If a patent application has been filed for an invention that your proposal utilizes, but the application has not yet been made publicly available and contains proprietary information, you may provide only the patent number, inventor name(s), assignee names (if any), filing date, filing date of any related provisional application, and a summary of the patent title, together with either: 1) a representation that you own the invention, or 2) proof of possession of appropriate licensing rights in the invention. Please also provide a good faith representation that you either own or possess appropriate licensing rights to all other intellectual property that will be utilized under your proposal for ADHELS.
