Assistance for Southern Sudanese Refugees and Returnees: The State Departments Bureau of Population, Refugees and Migration (PRM) invites humanitarian Non-Governmental Organization (NGOs) to submit proposals for projects that support the repatriation of some 500,000 refugees to southern Sudan, including the re-establishment of basic economic and social infrastructure in areas of refugee return. Preference will be given to organizations that have worked with the Sudanese refugee populations in Ethiopia, Kenya and Uganda and/or those that have a strong track record in southern Sudan. NGOs are expected to work in partnership with the Office of the UN High Commissioner for Refugees (UNHCR). PRM regards UNHCR as the lead humanitarian agency for Sudanese refugee and returnee assistance. UNHCR, however, cannot cover all refugee/returnee needs and looks to NGOs to fill critical gaps. PRM will accept proposals from any NGO that is working in coordination with UNHCR and is able to satisfy the NGO Guidelines for Overseas Assistance, which can be found on the PRM website (http://www.state.gov/g/prm/fund Note: This request pertains only to southern Sudanese repatriation. It does not apply to approximately 200,000 Darfur Sudanese refugees in Chad.
