Assistance to Internally Displaced Persons and Returnees in Kabul Province: USAID/OFDA's mandate is to save lives, alleviate human suffering, and reduce the economic impact of disasters worldwide. In order to achieve this goal, USAID/DCHA/OFDA's strategy for Afghanistan in FY 2008/2009 will be to meet the critical basic needs of IDP and Returnee populations (both old and new caseload) in Kabul Province.
