- The purpose of this Modification to BAA04-11 is to incorporate the following changes: Paragraph 2.3. Change "The Proposers will work with DARPA and contracting agents to determine the best equipment to lease/purchase to simulate the military transmission conditions discussed in Section 2.3.2." to "The Proposers will work with DARPA and contracting agents to determine the best equipment to lease/purchase to simulate the military transmission conditions discussed in Section 2.4.2." Add Paragraph 2.3.1. As a separate option, test and evaluation proposers will provide a plan and cost estimate for testing technical proposals that do not need or require Planet-Lab. This option will be used for Phase 1 and Phase 2 testing. At a minimum, the test network must three or more paths between end points, each with five to seven separate network connections, and also include the packet loss and delay mechanisms described in Section 2.4.2. The separate testing proposal will enable the full range of tests described in Section 2.4.2. Add Section 2.4.3. If a performer does not need or desire to use the Planet-Lab network, they must explicitly state this in their proposal. They must also state if they need or plan to provide equipment for testing purposes, and what that equipment will likely be.
