BROAD AGENCY ANNOUNCEMENT (BAA) 05-42 Control-Based Mobile Ad-Hoc Networking (CBMANET); CLOSING DATE: September 19, 2006; FULL PROPOSALS FOR FIRST SELECTIONS: 12 noon, November 2, 2005; Eastern Standard Time (EST). Point of Contact: J. Christopher Ramming, DARPA/ATO; Email: BAA05-42@darpa.mil; Web site: http://www.darpa.mil/ato/solicit/CBMANET/index.htm PROGRAM OBJECTIVES AND DESCRIPTION: The Defense Advanced Research Projects Agencys (DARPA) Advanced Technology Office (ATO) is soliciting proposals for the Control-Based Mobile Ad-Hoc Networking Program (CBMANET). The objective of the Control-Based Mobile Ad-Hoc Networking (CBMANET) program is to research, design, develop and evaluate a revolutionary Mobile Ad-hoc NETwork (MANET) prototype that improves effective performance from network stakeholder (user and operator) perspectives by an order of magnitude or more relative to the state of the art. In particular, proposals are sought to develop software implementing a revolutionary CBMANET network stack and services. This software will be subject to independent test and evaluation by a government team, using a rigorous comparison against a baseline MANET representative of the state of the art. In Phase 1, performers must deliver high-fidelity models of that software for evaluation using government-specified scenarios and applications. In Phase 2, performers must deliver an integrated software/hardware solution for field demonstrations and evaluation. Specifically, the integrated solution will consist of the performer software, a computing platform of the performers choice, a specified GFE physical layer (PHY), and a suitably equipped GFE field vehicle. This BAA shall remain open for one (1) year from the date of publication on www.fedbizopps.gov and www.fedgrants.gov. Although the Government may select proposals for award at any time during this period, it is anticipated that the majority of funding for this program will be committed during the initial selections. Proposers may submit a full proposal in accordance with the instruction provided in the Proposer Information Pamphlet (PIP) at any time up to the proposal due date. In order to be considered during the initial round of funding, full proposals must be submitted to DARPA, 3701 North Fairfax Drive, Arlington, VA 22203-1714 (Attn.: BAA05-42) on or before 12 Noon, November 2, 2005, Eastern Standard Time (EST). ELIGIBILITY: This BAA solicits proposals from all interested and qualified sources. Foreign participants and/or individuals may participate to the extent that such participants comply with any necessary Non-Disclosure Agreements, Security Regulations, Export Laws, other governing statutes applicable under the circumstances, and other caveats identified in the Proposer Information Pamphlet. EVALUATION CRITERIA: Each proposal will be evaluated on the merit and relevance of the specific proposal as it relates to the program rather than against other proposals for research in the same general area, since no common work statement exists. Therefore, in order of importance, the technical evaluation criteria include: (a) Innovative Technical Approach; (b) System Architecture; (c) Security and Survivability (d) Management Approach and Past Experience; (e) Potential Contribution and Relevance to the DARPA Mission; and (f) Cost Realism. For the purpose of award under this BAA, the technical evaluation criteria are more important than cost. The Government reserves the right to select for negotiation all, some, or none of the proposals received in response to this BAA.
