Grant Description
A. Project Background Information: The Eastern Shoshone and Northern Arapaho Tribes of the Wind River Reservation in Wyoming initiated interest in developing an inspection agreement with BLM via a letter dated October 5, 2010. Due to royalties generated from producing tribally owned oil and gas leases, the Tribes have a vested interest in ensuring that the oil and gas production is properly handled and measured. The inspection and enforcement activity to be carried out on Tribal leases impact the royalty interests of the Tribes. Under Section 202 (a) of the Federal Oil and Gas Royalty Management Act of 1982, the Secretary is authorized to enter into a cooperative agreement with the Tribes to carry out inspections, auditing, investigation or enforcement activities under the Act. This will provide for mutual support for oil and gas lease compliance on tribally owned lands within the boundaries of the Wind River Reservation. B. Project Objective: This is for the purpose of entering into a cooperative effort to coordinate and improve the oil and gas lease inspection program by providing mutual support for oil and gas lease compliance on tribally owned lands within the boundaries of the Wind River Indian Reservation in the areas of (1) site security, (2) production verification, and (3) environmental protection.
