BOEM FY 2017 Environmental Studies Program: The Alaska Outer Continental Shelf Region of the Bureau of Ocean Energy Management (BOEM) is offering a cooperative agreement opportunity to perform a Health Impact Assessment (HIA) to provide a broad overview of possible public health impacts related to the proposed Liberty Development Project in the Beaufort Sea. The HIA would verify and bolster BOEM's analyses to provide additional community health information that is outside of the scope of the National Environmental Policy Act (NEPA) but is useful information to include in the decision-making process. The purpose of this award is to provide the State of Alaska, North Slope Borough, the Inupiat Community of the Arctic Slope, and the general public residing in Alaska North Slope communities, an assessment that analyzes the potential positive and negative impacts of offshore energy resources development on the public's health. This study will collect and analyze existing and accessible data to provide a broad overview of possible health impacts associated with development and production of oil and gas resources, both onshore and offshore of the North Slope of Alaska. This work also will provide additional community health information in an area which currently lacks comprehensive statistics to describe the baseline health and nutritional status of its residents. This Program Announcement describes the specific project: State of Alaska, Health Impact Assessment, that may be awarded to the Alaska Department of Natural Resources. This is not an open solicitation for proposals. Award is premised on receipt of an acceptable proposal.
