Biology Assistance to producers for implementing conservation programs: The Natural Resources Conservation Service (NRCS) is seeking biology assistance for implementation of conservation programs and practices, and for assistance to producers in Nebraska. The NRCS anticipates being substantially involved in carrying out the work covered by resulting cooperative agreement(s). Evaluation Criteria: 1. Evaluation will be based on the level of financial support for personnel salaries for the work performed to meet project objectives. 2. Evaluation will be based on level of experience in providing technical assistance necessary to plan and implement conservation practices to assist land users dealing with wildlife biology and habitat issues. Evaluation will include experience in making field visits, evaluating and scoring conservation program applications, developing habitat management plans, establishing and certifying conservation practices according to NRCS Standards and Specifications. Evaluation will also include applicant?s education. Examples of work shall be documented for review, as well as a description of the type of work performed. These work descriptions will be evaluated based on documented complexity of work performed. 3. Evaluation will be based on the level of non-monetary contributions. Examples include: ? Training provided to employee(s) ? Administrative Support ? Travel or transportation expenses covered ? Meeting and workshop and training expenses ? Technical Support time from other staff to increase water quality protection, wetland management and wildlife management practice installation and implementation of farm bill conservation programs. ? Vehicle and equipment use 4. Evaluation will be based on the level of activities outside of the work plan. ? Applicant(s) employees will provide 100% of their time toward accomplishing work plan objectives in NRCS offices will be favored over those applicant(s) that provide less than that amount. Outside use of employee for activities outside of the work plan can not be covered under this agreement. 5. Qualifications and ability of existing staff to provide technical support in water quality protection, biology, upland and wetland wildlife habitat management. Cooperative agreements will be awarded for a one-year project. It is anticipated that approximately $65,000 will be available for this program for the remainder of Fiscal Year 2004. It is anticipated that the available funding for this program will be $200,000 in each of fiscal year 2005, 2006, and 2007. Amendments to agreement(s) may be developed upon availability of funding in follow-on years (approximately a three-year period).
