Funding Announcement Number NPS-DOIP18AC00337 Project Title Brushing Along Roads and Trails in Port Alsworth Recipient SCA Anticipated Federal Funding $29192.25 Non-federal Cost Share $9730.75 Anticipated Period of Performance 8/5/2018 – 8/24/2018 Award Instrument Cooperative Agreement Statutory Authority 16 USC § 1723 (c)(1): Public Land Corps CFDA # and Title 15.931 Conservation Activities by Youth Service Organizations Single Source Justification Criteria Point of Contact Chris Wilcox BACKGROUND AND OBJECTIVES Master Cooperative Agreement Number P15AC00031 was entered into by and between the Department of the Interior, National Park Service, (NPS) and Student Conservation Association (SCA) (hereafter referred to as ‘Recipient') pursuant to: 16 USC 1723 (c), Public Lands Corps, authorizes the Secretary to enter into contracts and cooperative agreements with any qualified youth or conservation corps to perform appropriate conservation projects referred to in subsection (d) of section 1723. The Secretary may also authorize appropriate conservation projects and other appropriate projects to be carried out on Federal, State, Local, or private lands as part of disaster prevention or relief efforts in response to and emergency or major disaster declared by the President under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.). Unless otherwise specified herein, all terms and conditions as stated in the master cooperative agreement will apply to this task agreement. Project Goals – Support or stimulate work and/or education and training opportunities for young adults through collaborative participation in Lake Clark National Park and Preserve's Division of Facility Maintenance. Project Objectives – Develop the interns' technical skills to successfully work on a facilities management project. Allow the interns to apply skills learned to a trail maintenance project. Improve access to public lands by brushing and clearing downed timber from park trails. STATEMENT OF WORK This task agreement specifies a partnership project between the NPS and the SCA which involves placement of one trail hitch crew at Lake Clark National Park and Preserve within the Division of Facility Maintenance to participate in the park's maintenance programs. Brushing the edges of approximately 10 miles of roads and trails on National Park Service land in Port Alsworth. The work will be to cut alder and willow scrub that grows on the sides of the roads, blocks safe line of sight, and inhibits snow removal. The brush will be cut up to ten feet on either side of the road and removed from the area. Trail work will include brushing and removing downed timber to improve access for park visitors. No ground disturbance is expected as part of this project. The remote nature of this site, will require the crew to live in tents for four, ten hour days at a time. The NPS will Learn how to safely and efficiently use hand-tools Learn the basics of trail design and maintenance Live and work in a remote field camp for an extended period of time Receive educational training on cultural resources, natural resources, and bear safety RECIPIENT AGREES TO: SCA agrees to: provide staff and supervision on-site. To do this the interns will: To assist with recruitment and selection of candidates as Conservation Associates to participate in the work described in the above Scope of Work. To provide living allowance, insurance, and Americorps awards (when applicable). To provide for transportation to and from Port Alsworth, AK and subsistence during the period of performance. To provide for in-service commercial travel during the project period of performance. Provide 24/7 staffed hotline assistance, site visit, and performance evaluations. NATIONAL PARK SERVICE AGREES TO: Substantial involvement on the part the National Park Service is anticipated for the successful completion of the objectives to be funded by this award. In particular, the NPS will be responsible for the following: NPS will provide a meaningful work experience in facility maintenance for interns. Specifically, interns will be provided housing, equipment, training, project oversight, and guidance regarding trail work and facilities maintenance. NPS agrees to: To provide financial assistance in the amount of $29,192.25 To provide general orientation to park operations, NPS mission, and safety training. To provide a NPS technical representative, Buck Mangipane, to be on-site with the SCA interns to assist with specifics of the project as needed. To provide all necessary equipment and supplies applicable for performing required tasks. To provide funds for housing the SCA volunteers. A written completion evaluation from Lake Clark National Park and Preserve per project evaluating the outcome and SCA's performance of that project.
