Building Constituencies for Democracy and Human Rights program: Latin America and the Caribbean (USAID/LAC), Office of Democracy and Human Rights is seeking applications from qualified U.S. and Non-U.S. Organizations for a Cooperative Agreement for a four-year Civil Society program entitled "Building Constituencies for Democracy and Human Rights." USAID is contemplating awarding a single Cooperative Agreement totaling approximately $600,000 per year for the four-year period, for a total amount not to exceed $2,400,000. Organizations may submit only one application for the Cooperative Agreement. The Recipients will be responsible for ensuring achievement of the program objectives. Please refer to the Program Description for a complete statement of goals and expected results. Subject to the availability of funds, USAID intends to award one Cooperative Agreement and provide approximately $600,000 per year in total USAID funding, to be allocated over the four-year period. USAID reserves the right to fund any or none of the applications submitted. The Award will be made to the responsible applicant whose application offers the best value to the U.S. Government. The Building Constituencies for Democracy program will strategically engage new advocates for democracy across a broad range of organizations and interest groups that have a stake in democratic institutions and processes, yet do not engage on those issues when they come under threat. By increasing the landscape of stakeholders for democracy in target countries, this regional program will seek to increase the political cost to initiatives that undermine democratic rights and principles.
