Building Sustainable Laboratory Quality Systems in Cote d’Ivoire under the President’s Emergency Plan for AIDS Relief (PEPFAR): The purpose of this FOA is to build a functional laboratory network to support the PEPFAR program in its efforts to reach 80% saturation for care and treatment in selected districts by offering quality laboratory services and HIV testing through certification of about 2,000 testing sites, reduction of stock outs to less than 2%, and extensive coaching to staff of key laboratories that provide 80% of laboratory services in Cote d’Ivoire. This FOA will also target 3 blood bank laboratories to ensure quality of blood and blood products and work towards the accreditation of these laboratories.
