- Grant Description
- Mauritanian communities require assistance in integrating returned and returning refugees and helping returnees become self-sufficient. PRM will prioritize funding for NGO activities that support Mauritanian refugee reintegration through a community-based approach focusing primarily on livelihoods support (agricultural production and income-generation). Proposals should target areas of high refugee return in Trarza, Brakna, and/or Gorgol regions. Refugee returnees should make up at least 50% of targeted beneficiaries in proposed project locations. Proposals should specify refugee returnee population numbers in proposed locations. PRM funding is currently available for one year only. Evidence of a quick and well-developed transition plan from PRM funding to development support will be especially important. PRM will accept proposals from any NGO working in the above mentioned sectors although, given budgetary constraints, priority will be given to proposals from organizations that can demonstrate: (1)a working relationship with UNHCR, current UNHCR funding, and/or a letter of support from UNHCR for the proposed activities and/or overall country program (this letter should highlight the gap in services the proposed program is designed to address); (2)a proven track record in providing proposed assistance both in the sector and specified location; (3)evidence of coordination with local authorities, international organizations (IOs), and other NGOs working in the same area; (4)a concrete implementation plan with well-conceived objectives and indicators that are specific, measurable, achievable, relevant and reliable, time-bound and trackable (SMART), have established baselines, and include at least one outcome or impact indicator per objective;(5)a budget that is appropriate for meeting the objectives and demonstrates co-funding by non-US government sources; (6) appropriate targeting of beneficiaries in coordination with UNHCR and other relevant organizations. Because of PRM's mandate to provide protection, assistance, and sustainable solutions for refugees and victims of conflict, PRM considers funding only those projects that include a target beneficiary base of at least 50% refugees.
