Call for Statements of Interest for Cuba, Haiti, Venezuela, Ecuador, Bolivia and Guatemala: Bureau of Democracy, Human Rights and Labor Call for Statements of Interest: Democracy, Human Rights, and the Rule of Law in Cuba, Venezuela, Bolivia, Ecuador, Haiti and GuatemalaSUMMARYThe Office for the Promotion of Human Rights and Democracy of the Bureau of Democracy, Human Rights and Labor (DRL) announces a call for Statements of Interest (SOIs) from organizations interested in submitting proposals for projects that promote democracy, human rights and the rule of law in Cuba, Venezuela, Bolivia, Ecuador, Haiti and Guatemala. This is an initial solicitation to ascertain organizations that may be interested in implementing projects and does not constitute a Request for Proposals. Organizations that are invited by DRL to submit a proposal will have an opportunity to expand on their SOIs at a later date.STATEMENTS OF INTEREST (SOI) - REQUESTED PROGRAM OBJECTIVESCUBAThe Bureau of Democracy, Human Rights and Labor (DRL) invites organizations to submit Statements of Interest outlining program concepts and capacity to manage projects in Cuba that will: . Develop and strengthen the role of women in the on-going struggle for democracy on the island and prepare women for leadership roles in the post-Castro transition;. Employ advanced technology such as satellite, WIFI, cell phones and internet devices to break the information blockade; facilitate communications with and between democratic activists and to disseminate pro-democracy information on the island.VENEZUELAThe Bureau of Democracy, Human Rights and Labor (DRL) invites organizations to submit statements of interest outlining program concepts and capacity to manage projects in Venezuela that will:. Develop and strengthen the role of independent labor unions and help increase awareness of basic workers rights within the general public; . Develop and strengthen the transparency, responsiveness, and independence of local government;. Develop and strengthen judicial independence and respect for the rule of law;. Foster a climate of social and political tolerance and respect for political and ideological pluralism and the rights of political and religious minorities.BOLIVIAThe Bureau of Democracy, Human Rights and Labor (DRL) invites organizations to submit statements of interest outlining program concepts and capacity to manage projects in Bolivia that will:. Promote political dialogue on stabilizing democratic reforms at the national level.GUATEMALAThe Bureau of Democracy, Human Rights and Labor (DRL) invites organizations to submit statements of interest outlining program concepts and capacity to manage projects in Guatemala that will:. Improve the capacity of human rights community byo creating an effective mechanism for monitoring, investigating, and documenting human rights violations,o enhancing effectiveness of watch-dog and advocacy activities by strengthening public outreach skills,o building partnerships with government institutions that foster greater access to the justice system by indigenous communities and with the Office of the UN High Commissioner on Human Rights to ensure that their efforts are complementary. TECHNICAL REQUIREMENTSStatements of Interest must be submitted as two-page Word documents, single-spaced, in Times New Roman 12 point font with a minimum of 1-inch margins. Submissions must conform to the following format requirements and include the information below:Page 11) Project title, brief description of the organization, including mission, previous work in the Western Hemisphere2) Project description, including objectives and activities, and duration of projectPage 23) Project outcomes and outputs, deliverables, and short-term and long-term goals 4) Evaluation procedures5) An estimated budget, including program and administrative costs, percentage of indirect cost rate to be charged to the grant, and cost-share contributions6) Previous grant management experience, including grants funded with private and/or United States Government funding An organization may submit no more than three SOIs under this invitation. Please enter "c"ADDITIONAL INFORMATIONThe Bureau supports innovative programs that uphold democratic principles, support and strengthen democratic institutions, promote human rights, and build civil society in countries and regions of the world that are geo-strategically important to the U.S. The Bureau funds projects that have the potential to have an immediate impact leading to long-term sustainable reforms. Projects should have potential for continued funding beyond Bureau resources. Projects must not duplicate or simply add to efforts by other entities.DRL anticipates awarding grants by fall 2006. The bulk of project activities must take place in the target country and last between 1 and 3 years. U.S. - based activities, study tours, scholarships or exchange projects are strongly discouraged. Projects that have a strong academic or research focus will not be highly considered. DRL strongly discourages health, technology, or scientific projects unless they have an explicit democracy, human rights, or rule of law component. Projects that focus on commercial law or economic development will also not be highly considered.Awards are contingent upon the availability of funds. The Bureau anticipates making awards in amounts of $250,000 - $750,000, for a total of up to $4.7 million, to support program and administrative costs required to implement these programs.APPLICANT/ORGANIZATION CRITERIAOrganizations submitting statements should meet the following criteria:* Be a U.S. non-profit organization meeting the provisions described in Internal Revenue Code section 26 USC 501(c) (3).* Have demonstrated experience administering successful projects, preferably in the Western Hemisphere or similarly challenging program environments. DRL reserves the right to request additional background information on organizations that do not have previous experience administering federal grant awards. These applicants may be subject to limited funding on a pilot basis.* Have existing, or the capacity to develop, active partnerships with in-country organization(s).* Organizations may form consortia and submit a combined statement of interest. However, one organization should be designated as the lead applicant. REVIEW PROCESSFollowing a review of all submissions, organizations may be invited to submit full proposals. Invitations will be based on a subjective evaluation of how the project meets the criteria outlined, U.S. foreign policy objectives, and the priority needs of DRL.Review criteria will include: 1. Quality of program idea - proposals should be responsive to the solicitation and exhibit originality, substance, precision, and relevance to the Bureaus mission.2. Program planning/ability to achieve objectives - work plan should demonstrate substantive activities and the organizations capacity and planning to undertake them. Objectives should be ambitious yet measurable and achievable.3. Impact/multiplier effect - proposed program should address long-term institution building with an emphasis on moving towards sustainability, directly impact the situation in the target country, and define and reach numerous audiences.4. Program evaluation plan - proposals should demonstrate the capacity for engaging in impact assessments and providing measurable outputs, outcomes, and short and long-term goals.5. Institutions record and capacity - proposals should demonstrate an institutional record of successful program management. The Bureau will consider past performance of prior recipients and the demonstrated potential of new applicants.6. Cost-effectiveness - the overhead and administrative components of the proposal, including salaries and honoraria, should be kept as low as possible. Cost-sharing is encouraged.DEADLINE AND SUBMISSION INSTRUCTIONSApplicants must submit SOIs using www.grants.gov by 11:59 p.m. Eastern Standard Time (EST) on May 9, 2006. DRL will not accept proposals submitted via email, the U.S. postal system, Fedex, UPS and similar delivery companies, or courier. Faxed documents will not be accepted at any time. Please note: In order to safeguard the security of applicants electronic information, www.grants.gov utilizes a credential provider. It is the process of determining, with certainty, that someone really is who they claim to be. The credential provider for www.grants.gov is Operational Research Consultants (ORC). Applicants MUST register with ORC to receive a username and password which you will need to register with www.grants.gov as an authorized organization representative (AOR). Once your organization's E-Business point of contact has assigned these rights, you will be authorized to submit grant applications through Grants.gov on behalf of your organization. Each organization will need to be registered with the Central Contractor Registry (CCR) and you will need to have your organization's DUNS number available to complete this process. After your organization registers with the CCR, you must wait 3 business days before you can obtain a username and password.
