- Eligible applicants for this funding opportunity are limited to the State Medicaid Agency or the State CHIP Agency, or a multi-State collaborative of State Medicaid / CHIP agencies. The State Medicaid Agency or the State CHIP Agency must partner with state or national external associations or organizations and others such as other state agencies, child health providers, private foundations, and/or academic institutions. It is recommended that at least one entity in the partnership must have existing experience with data collection and assessment. In order to ensure the involvement of key State partners, it is required that the State's Governor oversee the implementation of the grant. This is necessary to ensure that other State agencies or instrumentalities of the States are included in the planning and implementation of the various grant activities. A letter of support from the State Governor and State Medicaid or CHIP Director (if one is not a partner to the grant) is required. Additional letters of endorsement from the major partners that are not the lead agency are encouraged, such as child health providers. Only one grant application can be submitted for a given State. Multi-State collaboratives are encouraged and weighted favorably in the scoring criteria; however, multi-state applicants must assign a single State as the lead for the implementation of the grant. If a multi-State demonstration project is proposed, the State Governor and Medicaid Agency Director from each participating State must indicate their approval via a signed letter of support.
- Grant Description
- The goal of this funding opportunity is to establish and evaluate a national quality system for children's health care which encompasses care provided through the Medicaid program and the Children's Health Insurance Program (CHIP). This will be accomplished by awarding 10 demonstration grants to States funded by the Children's Health Insurance Program Reauthorization Act of 2009 (CHIPRA). The CHIPRA statute appropriated a total of $100 million for this funding opportunity with $20 million to be awarded each fiscal year (FY) over a 5-year period of performance. Under this funding opportunity, there is no required State match and any unused funds may roll over for use in the next FY. The CHIPRA statute mandates the experimentation and evaluation of several promising ideas related to improving the quality of children's healthcare. The demonstration grant projects as outlined in the statute will experiment with and evaluate the use of new and existing measures of quality for children covered by Medicaid and CHIP; promote the use of health information technology (HIT) for the delivery of care for children covered by Medicaid and CHIP; evaluate provider-based models to improve the delivery of Medicaid and CHIP children's health care services; and demonstrate the impact of the model electronic health record (EHR) format for children on improving pediatric health, and pediatric health care quality, as well as reducing health care costs.
