- All types of entities are eligible to apply, except other Federal agencies, Federally Funded Research and Development Center (FFRDC) Contractors, and nonprofit organizations described in section 501(c)(4) of the Internal Revenue Code of 1986 that engaged in lobbying activities after December 31, 1995. This Funding Opportunity is open to all applicants. However, the prime applicant is required to include at least one U.S. manufacturer as a partner in the application team. The application may include other companies, universities and/or national laboratories, independent research organizations, supplier industries (equipment and materials), and industry related technical/ trade associations. Partners will contribute to the cost share (cash or in- kind) or performance of defined tasks or sub-tasks of the proposed project. Roles and tasks performed by the applicant and each partner must be clearly defined in the scope of work of the submitted application.

This Financial Opportunity Announcement (FOA) seeks to develop transformational industrial processes and equipment to reduce the energy intensity and carbon footprint of the U.S. manufacturing industry. A carbon footprint is a measure of the impact industry activities have on the environment in terms of the amount of greenhouse gases produced, measured in units of carbon dioxide. The emphasis is on new processes and technologies that can be commercialized within the next five to seven years. Therefore, preference will be given to technologies that are in stage 3 or 4 of the Stage-Gate process. The Stage Gate process is a tool to manage the progress of a project and guide disciplined decision-making throughout the course of research, development and commercialization. It is comprised of five stages: " Stage 1 Preliminary Investigation and Analysis, " Stage 2 Concept Definition, " Stage 3 Concept Development, " Stage 4 Technology Development and Verification, and " Stage 5 Information Dissemination and Commercialization. Applications for this Funding Opportunity Announcement must be accessed, completed, and submitted through Grants.gov at http://www.grants.gov to be considered for award.
