We are not accepting applications at this time. Subject to the availability of funds, USDOL's Bureau of International Labor Affairs (ILAB) intends to award, through a competitive process, one or more cooperative agreements to organizations to implement a project in Indonesia and one other country in the Asia-Pacific region to be named by the applicant. The second country must be in the Asia-Pacific region, which is identified as the countries included at https://www.state.gov/p/eap/ci/index.htm; must be a U.S. Generalized System of Preferences (GSP) Beneficiary Country, which the list of countries can be found at https://ustr.gov/sites/default/files/gsp/Beneficiary%20countries%20March%202017.pdf; and must not have existing programming that is already addressing outcomes similar to the ones noted in this NOI, for example the existing Ship to Shore program in Thailand (http://www.ilo.org/shiptoshorerights). The objective of the project is to reduce forced labor and human trafficking on fishing vessels in the Asia-Pacific region. The project will support this objective through the following outcomes: (1) improved enforcement to combat labor exploitation, including forced labor and human trafficking, on fishing vessels through (1.1) strengthened government regulations and policies addressing labor exploitation, including forced labor and human trafficking, on fishing vessels; (1.2) improved coordination within a government interagency structure/task force on illegal, unreported, and unregulated (IUU) fishing and associated criminal activities to address labor exploitation, including forced labor and human trafficking, on fishing vessels; (1.3) increased use of multi-disciplinary inspections that mainstream inspection for labor exploitation, including forced labor and human trafficking, on fishing vessels; and (2) decreased presence of indicators of forced labor on fishing vessels through (2.1) improved understanding of acceptable conditions of work, as well as indicators of labor exploitation, including forced labor and human trafficking; (2.2) improved ability to report exploitative working conditions on fishing vessels; (2.3) improved access to remedy of exploitative working conditions on fishing vessels. The Employment and Training Administration (ETA)'s Office of Grants Management anticipates publishing the Funding Opportunity Announcement (FOA) before September 30, 2017 (subject to change). Please refer to: http://www.dol.gov/ilab/grants/ and http://www.dol.gov/ilab/grants/SGAguidelines.htm for general guidelines and examples of previous cooperative agreement applications. This notice does not include an FOA or any attachments. It only constitutes a notice of USDOL's intent to publish an FOA at a later date.
