REVISE SECTION III, C.2. OTHER ELIGIBILITY REQUIREMENTS, TO INCLUDE A REQUIREMENT FOR PERFORMANCE OF WORK IN THE UNITED STATES AS FOLLOWS: c. PERFORMANCE OF WORK IN UNITED STATES The Recipient agrees that at least 75% of the direct labor cost for the project (including subcontractor labor) shall be incurred in the United States, unless the Recipient can demonstrate to the satisfaction of the Department of Energy that the United States economic interest will be better served through a greater percentage of the work being performed outside the United States.
