Communities Empowered for Local Decision-Making (CELD) Activity: The United States Agency for International Development (USAID/Caucasus)is seeking applications for an Assistance Agreement for funding a program for Communities Empowered for Local Decision-Making (CELD)Activity in Georgia. The authority for the RFA is found in the Foreign Assistance Act of 1961, as amended. The purpose of Communities Empowered for Local Decision-Making (CELD)activity is to support local government strengthening and the decentralization process in Georgia and contribute to the establishment of an institutionalized framework for participatory decision-making at the local level. In addition to working on the local government side, CELD will engage directly with citizens, raising awareness about the roles and responsibilities of local self government and creating new expectations for more responsive services.
