Community Economic Development Projects: This announcement is modified. In Section IV.6. Other Submission Requirements, the address of the OCS Grant Operations Center has been changed. In Section V.1. Criteria changes have been made under the Business Plan- Financial Strategies, Letters of Support, Bonus Points – Underserved Areas: CED Project Located in Rural Areas and the Budget and Budget Justification. For Fiscal Year (FY) 2013, the Department of Health and Human Services (HHS), Community and Economic Development (CED) program, administered by the Office of Community Services (OCS) in the Administration for Children and Families (ACF), will provide approximately $16.3 million in grants ($800,000 maximum per project) to Community Development Corporations (CDCs) for projects designed to address the economic needs of low-income individuals and families through the creation of employment and business opportunities. The CED program seeks to fund projects that address the personal and community barriers that must be overcome to help low-income individuals become self-sufficient. Funds can be used for costs associated with business start-up or business expansion activities, as consistent with the cost principles in OMB Circular A-122, found at 2 CFR Part 230, provided that the expenditures result in the creation of positions that can be filled with low-income individuals. Additional Information on Eligibility
As outlined in Section 680(a)(2) of the Community Services Block Grant (CSBG) Act of 1981, as amended by the Community Opportunities, Accountability, and Training and Educational Services Act of 1998 (Pub. L. 105-285), to be eligible for the CED program, an applicant must meet three conditions: Applicant must be a private, non-profit CDC with 501(c)(3) or non-501(c)(3) status; Applicant must have articles of incorporation, bylaws, or other official documents demonstrating that the CDC has as a principal purpose in the planning, developing, or managing of low-income housing or community economic development activities; and The Board of Directors must have representation from each of the following: community residents, business leaders, and civic leaders. NOTE: The CDC designation does not need to be specified on any official documents as long as the three requirements stated earlier in this section are met. Faith-based and community organizations that meet eligibility requirements are eligible to receive awards under this funding opportunity announcement. Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement.
