Comprehensive Minority Institution/Cancer Center Partnership (U54): The National Cancer Institute (NCI) invites cooperative agreement (U54) linked award applications for the implementation of Comprehensive Minority Institution/Cancer Center Partnerships (MI/CCPs) between Minority-Serving Institutions (MSIs) and NCI-designated Cancer Centers (or groups of Centers). The purpose of this funding opportunity announcement (FOA) is to foster and support intensive collaborations among MSIs and the Cancer Centers in order to develop stronger national cancer programs aimed at understanding the reasons behind the significant cancer disparities and related impacts on racial and ethnic minority and socio-economically disadvantaged populations. MSIs are institutions at which students from racial and ethnic minority groups that are underrepresented in the biomedical sciences (e.g., African Americans, Hispanics, Native Americans, Alaskan Natives, Native Hawaiians, Pacific Islanders) comprise a significant proportion of the enrollments AND at which there have been documented records of commitment to the special encouragement of minority faculty, students, and investigators. Each partnership must include linked applications from MSIs and NCI-designated Cancer Centers (or groups of centers) that wish to develop comprehensive partnerships. MSI and Cancer Center applicant institutions are required to submit linked applications and request linked awards for one joint partnership program. The linked applications will be reviewed together and will be assigned one priority score. The NCI intends to commit approximately $7.5 million in total costs in FY 08 to fund six (three pairs) or seven (two pairs and one triad) new and/or competitive continuation applications in response to this FOA. An applicant may request a project period of up to 5 years. This FOA will use the National Institutes of Health (NIH) cooperative agreement specialized center (U54) award mechanism. Eligible organizations include: Public/State Controlled Institution of Higher Education; Private Institution of Higher Education; Nonprofit with 501(c)(3) IRS Status (Other than Institution of Higher Education); Nonprofit without 501(c)(3) IRS Status (Other than Institution of Higher Education); U.S. Territory or Possession; Indian/Native American Tribal Government (Federally Recognized); Indian/Native American Tribal Government (Other than Federally Recognized); Indian/Native American Tribally Designated Organization; Hispanic-serving Institution; Historically Black Colleges and Universities (HBCUs); Tribally Controlled Colleges and Universities (TCCUs); Alaska Native and Native Hawaiian Serving Institutions; Regional Organizations; NCI-designated Cancer Centers (or groups of centers). Eligible principal investigators (PIs) include individuals with the skills, knowledge, and resources necessary to carry out the proposed research. PIs should work with their institutions to develop applications for support. Individuals from underrepresented racial and ethnic minority groups, from disadvantaged backgrounds as well as individuals with disabilities are encouraged to apply for this opportunity. More than one PI, or multiple PIs, may be designated on the application. If multiple PIs option is used, it is expected that one PI from each partnering institution will be designated lead PI to facilitate effort coordination with collaborating institution. Each eligible institution may submit only one U54 application in response to this FOA. Renewal (formerly) Competing continuation (Type II) applications will be accepted from partnerships currently funded by a MI/CCP U54 award. Revised/resubmission applications may be submitted.

Additional Information on Eligibility
Foreign institutions are not eligible to apply. Applications will only be accepted from MSIs, as defined in the Purpose section (e.g., Historically Black Colleges and Universities [HBCUs], Hispanic-Serving Institutions [HSIs] and Tribal Institutions [e.g., Colleges]) either in the United States or in territories under U.S. jurisdiction, and from institutions that are NCI-designated Cancer Centers (or groups of centers) that wish to develop comprehensive partnerships. Each partnership must include both types of institutions. Three or more institutions (e.g. triads, groups of Cancer Centers) may apply in response to this announcement only when approved by the NCI prior to submission. MSIs with medical schools, MSIs with more focused education and research programs (e.g., Masters and Ph.D. programs), as well as MSIs that offer only baccalaureate degrees and Tribal Colleges may all participate in this initiative.
