Connected Vehicle (CV) Pilot Deployment Program - Phases 2 and 3: Amendment 1 to the NOFO issued June 23, 2016 and uploaded to grants.gov under Related Documents tab. Please see the Related Documents tab to download the Notice of Funding Opportunity/Full Announcement. The USDOT hereby requests applications for assistance to result in an estimated three awards to provide funding support for the implementation of the CV Pilot Deployment Program, Phases 2 and 3. This competition is limited to the following three CV Pilot sites previously selected by the USDOT as a result of a full and open competition conducted under Broad Agency Announcement DTFH6115R00003.• Tampa/THEA• New York City DOT• Wyoming DOTThe three previously selected pilot sites received contract awards for Phase 1 Concept Development in September 2015. The Phase 1 Concept Development contract numbers are DTFH6115C00036, DTFH6115C00037, and DTFH6115C00038. As stated in each of the three contracts for Phase 1 Concept Development, “Only entities receiving a contract for the Phase 1 requirement are eligible for an assistance agreement under Phases 2 and 3.” Accordingly, this Notice of Funding Opportunity (NOFO) is set aside for the three CV Pilot sites that were previously selected by the USDOT and received Phase 1 Concept Development awards.This Notice of Funding Opportunity (NOFO) supports the “Connected Vehicle (CV) Pilot Deployment Program” for the ITS JPO within the USDOT. The CV Pilot Deployment Program seeks to spur innovation among early adopters of connected vehicle application concepts. The pilot deployments are expected to integrate connected vehicle research concepts into practical and effective elements, enhancing existing operational capabilities. The intent of these pilot deployments is to encourage partnerships of multiple stakeholders (e.g., private companies, states, transit agencies, commercial vehicle operators, and freight shippers) to deploy applications utilizing data captured from multiple sources (e.g., vehicles, mobile devices, and infrastructure) across all elements of the surface transportation system (i.e., transit, freeway, arterial, parking facilities, and tollways) to support improved system performance and enhanced performance-based management. The pilot deployments are also expected to support an impact assessment and evaluation effort that will inform a broader cost-benefit assessment of connected vehicle concepts and technologies.
