ABSTRACT Funding Announcement Number P17AC00707 Project Title Conservation Crew for Corp Team Hitch at Denali National Park & Preserve Recipient The Student Conservation Association Anticipated Federal Funding $26,128.45 Non-federal Cost Share $8,709.48 Anticipated Period of Performance August 20, 2017 through September 8, 2017 Award Instrument Task Agreement Statutory Authority 16 USC 1723 (c)(1) CFDA # and Title 15.931, Conservation Activities by Youth Service Organizations Point of Contact James Cato, [email protected], 907-644-3302 BACKGROUND AND OBJECTIVES Cooperative Agreement Number P15AC00031 was entered into by and between the Department of the Interior, National Park Service, (NPS), and Student Conservation Association (SCA) for the purpose of Conservation Projects. Unless otherwise specified herein, the terms and conditions as stated in the Cooperative Agreement will apply to this Task Agreement. Project Title, Project Description; The objective of this Task Agreement is to support and stimulate work and/or education and training opportunities for young adults through collaborative participation in Denali National Park and Preserve's Division of Maintenance trails program. STATEMENT OF WORK The project to be carried out is to Extend the McKinley Station Trail to the Riley Creek Day Use Area. Crews will work on construction and repair of an accessible trail along Riley Creek near the Riley Creek Campground. Work will include cutting and transplanting vegetation, digging ditches, construction of rock and log drainage structures, adding new tread material to the existing trail, and clearing and hauling brush; all work will be done using hand tools. The project will both help improve the natural quality of the area around the Riley Creek Campground, as well as provide an improved recreational hiking opportunity for visitors to see this area. The project will improve accessibility for all visitors, and meet guidelines established by the US Access Board to meet requirements of the Architectural Barriers Act. This project will improve access for visitors to the Riley Creek area and will engage the youth crew in this environmental stewardship, as well as help build a stewardship ethic within the crew. The youth will gain hands-on experience in developing better means to manage high visitor use in a sensitive environment. Vegetation harvested from new trail segments will be use to restore social trails near the campground and areas impacted from recent construction activity. Crews will live and work in an outdoor mountain environment that may include environmental conditions such as, heavy rain, snow, mud, cold winds, and insects. Moose and bear may be encountered near camp and the work site. Crews will comply with all SCA and NPS safety policies and wildlife protocols. Crews will complete work to a standard established by the Denali Trails Foreman. Crews may be based in the park's backcountry overnight. Crew members may travel to and from Fairbanks, Talkeetna, or Anchorage to retrieve or drop off other volunteers at the airport, or purchase supplies. All travel will comply with NPS Invitational Travel (no-cost) protocols and will be of benefit to the United States government. Duties include: • Performs basic aspects of trail construction and maintenance activities. • Crews clear brush and fallen logs from trail corridors; cleans repair tread, installs grade dip drains, and installs rock steps. • Performs rehabilitation and restoration of social trails • Uses tools common to trail work, including but not limited to, shovels, picks, axes, pulaskis, McCleods, pole saws, bow saws, loppers, chisels, sledgehammers, single jacks, rock and tamping bars, squares, wheelbarrows, including gas powered equipment such as plate compactors and tracked carriers. RECIPIENT AGREES TO: 1. To assist with recruitment and selection of selected candidates as Conservation Associates to participate in the work described in the above Scope of Work. 2. To provide living allowance, insurance, and Americorps awards (when applicable). 3. To provide for transportation to and from Denali National Park, Alaska and subsistence during the period of performance. 4. To provide for in-service commercial travel during the project period of performance. 5. Provide 24/7 staffed hotline assistance, site visit, and performance evaluations. NATIONAL PARK SERVICE AGREES TO: 1. To provide financial assistance in the amount of $26,128.45 2. To provide general orientation to park operations, NPS mission, and safety training. 3. To provide a NPS technical representative, Kathleen Kelly, and a direct supervisor, Jared Zimmerman, to be on-site with the SCA volunteers to assist SCA Corp Team Lead with specifics of the project as needed. 4. To provide all necessary equipment and supplies applicable for performing required tasks. 5. To provide housing or a camp locations with kitchen tent, tent sites, water, and toilet facilities for the partner recipient. 6. A written completion evaluation from Denali National Park and Preserve per project evaluating the outcome and performance of that project.
