OVERVIEW

Cooperative Agreement Number P15AC00031 was entered into by and between the Department of the Interior, National Park Service, (NPS), and Student Conservation Association (SCA) for the purpose of Conservation Projects. Unless otherwise specified herein, the terms and conditions as stated in the Cooperative Agreement will apply to this Task Agreement.



STATEMENT OF JOINT OBJECTIVES/PROJECT MANAGEMENT PLAN

Project Title, Project Description; The objective of this Task Agreement is to support and stimulate work and/or education and training opportunities for young adults through collaborative participation with Glacier Bay National Park & Preserve, the Division of Facility Maintenance.









RECIPIENT INVOLVEMENT

The projects to be carried out are located at Glacier Bay National Park, as outlined here:

1. Repairs to Historic Structures. Repair and remodel of both interior and exteriors of visitor lodge facilities. Removal of worn floor coverings, removal of damaged wall and ceiling drywall, repairs to water damage and worn building components. Replacing insulation, hanging new dry wall, taping, mudding and sanding prep. Replacing damaged subfloor and installing new floor coverings. Repairing and refinishing closets, cabinets and counters. Removal, repair and replacement of exterior siding, roof flashing and other exterior features.

2. Repairs to Permanent Housing. Interior and exterior repairs include replacement of worn flooring, damaged wall and ceiling drywall and water damage repairs. Replacing insulation, hanging new dry wall, taping, mudding and sanding prep. Replacing damaged subfloor and installing new floor coverings. Repairing and refinishing closets, cabinets and counters. Removal, repair and replacement of exterior siding, roof flashing and other exterior features.

3. Maintenance to Seasonal Housing. Preventative maintenance to interior and exteriors of employee cabins. Power -wash cleaning of siding, painting, minor drywall and carpet repair.

4. Interior and exterior painting work to facilities chosen by the NPS. Work requires scaffold set up and take down, taping, masking and prep work, priming and painting using rollers, brushes and airless sprayers. Work will be done within the Bartlett Cove developed area. Job requires working with paints, solvents, scaffolding and various tools and equipment normal to this trade.

5. Roofing treatment and repair to facilities up to three stories in height, chosen by the NPS. Cedar shake and metal roofs requiring power washing, cleaning, gutter and downspout repair, sealing and minor repairs to worn areas. Work will be done within the Bartlett Cove developed area. Work involves wearing fall protection and other safety equipment; scaffold set up and take down, operating power washers, scrapers and various other tools and equipment normal to this trade.

6. Construction area landscaping using native species plantings and final grounds shaping within these areas. Invasive plant removal within the Bartlett Cove developed area.

NATIONAL PARK SERVICE INVOLVEMENT

SINGLE-SOURCE JUSTIFICATION

DEPARTMENT OF THE INTERIOR
SINGLE SOURCE POLICY REQUIREMENTS

Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable.


In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria:

(1) Unsolicited Proposal – The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives;

(2) Continuation – The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity;

(3) Legislative intent – The language in the applicable authorizing legislation or legislative history clearly indicates Congress’ intent to restrict the award to a particular recipient of purpose;

(4) Unique Qualifications – The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications;

(5) Emergencies – Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed.


NPS did not solicit full and open competition for this award based the following criteria:


Rationale: The Student Conservation Association provides an Alaska based Trails program, capable of fielding crews trained in Alaska trails building methods, experienced safely camping in brown bear habitat and leave no trace wilderness camping.
