Conservation Market Study: The Metropolitan Water District (MWD) of Southern California is a consortium of cities and water districts that provides drinking water to nearly 19 million people in parts of Los Angeles, Orange, San Diego, Riverside, San Bernardino, and Ventura counties. The mission of MWD is to provide its service area with adequate and reliable supplies of high-quality water to meet present and future needs in an environmentally and economically responsible way. Metropolitan currently delivers an average of 1.7 billion gallons of water per day to a 5,200-square-mile service area. Metropolitan is in the process of evaluating its urban incentive programs to determine the most efficient use of financial resources to achieve maximum water savings. Metropolitan is attempting to ascertain potential need that is remaining for water conservation device retrofits and the trigger points necessary to guide urban customers to purchase water efficient devices. Metropolitan looks to partner with Reclamation and a market research agency to develop and implement a survey program to gather data that will be used to structure different strategies to achieve water savings goals. The results of the study will provide a direction for Metropolitan's future conservation programs.
