Consolidating Efforts Towards HIV and TB Epidemic Control in the Kenya Prisons Service (KPS) through Scale Up of High Quality HIV and TB Services, Capacity Strengthening, and Health System Strengthening under PEPFAR: This NOFO aims to improve access to and availability of comprehensive HIV and TB prevention, care, and treatment services in the KPS, focusing on preventing new HIV infections, reducing HIV-related morbidity and mortality, and strengthening systems for sustainable HIV and TB control service delivery among inmates, KPS staff and their family members, and surrounding communities. Specific activities include: HIV testing and counseling services (HTS); Condom and lubricant programming; opioid substitution therapy; behavioral interventions; pre-exposure prophylaxis (PrEP); other sexual transmission prevention (OP), pediatric and adult HIV treatment; TB prevention, diagnosis and treatment; sexual/reproductive health services, including STI treatment and family planning (FP); Prevention of Mother-to-Child Transmission (PMTCT); Voluntary Medical Male Circumcision (VMMC); Positive Health Dignity and Prevention (PHDP) and other feasible prevention and treatment approaches; HSS; and associated laboratory and strategic information (SI) activities. All activities should have strong community-prison linkages to ensure a continuum of care. Expected outcomes include improved coverage and quality of HIV services; reduced morbidity and mortality among people living with HIV (PLHIV) and TB patients; reduced number of new HIV infections; elimination of Mother-to-Child Transmission of HIV (EMTCT); and a sustainable HIV service delivery health system.
