Construction of a school ship dock and fishing pier at the Refuge Gateway in Trenton, MI: The construction of the school ship dock and fishing pier facility at the Refuge Gateway is a multi-partner project lead by USFWS, Wayne County, the Metropolitan Affairs Coalition (MAC), and IWRA. The Refuge Gateway is owned by Wayne County and adjacent to the Humbug Marsh Unit of the Detroit River IWR. The Refuge Gateway is cooperatively managed by Wayne County and USFWS as directed by a signed Memorandum of Understanding (MOU). This is a notice of intent to award a single source cooperative agreement to the IWRA under justification 505DM 2.14B 4. IWRA will use funding to help support the construction of the school ship dock and fishing pier facility. No other awardees will be considered. IWRA is the non-profit, "friends" organization that helps the US FWS to deliver the mission of the Detroit River IWR. IWRA has unique qualifications that support the allocation of GLRI funds to this project including: voluntary support capacity in the administration of GLRI funds for the construction of this project. IWRA has already successfully collected over $530,000 in funding for this project from local corporate and community partners and will work with partners to manage funds for construction of the school ship dock and fishing pier facility. The cooperative agreement of GLRI funding to IWRA will help support the design finalization, bid development, and construction of this facility. During these project phases USFWS, specifically the staff of the Detroit River IWR, will be substantially involved in daily responsibilities and decision making. USFWS will review any modifications to the existing design while construction documents are finalized, inspect one stage of completed construction before the next stage can begin, and will have the ability, with partner agreement, to halt an activity if contracted specifications are not met.
