In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria:

(1) Unsolicited Proposal – The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives;

(2) CONTINUATION

Single Source Justification Description:

Based on the Statutory Authority referenced below, funds available require the recipient to execute an agreement with Reclamation for the administration of the land and water areas for recreation enhancement. East Bay Regional Parks District (EBRPD) is a Non-Federal, Public Managing Partner and is the only entity which has executed an agreement with Reclamation for the administration of these lands and water areas for recreation. This award is a continuation of R13AP20012 which, expired December 31, 2014. The task proposed in this agreement is to improve recreation parking facilities within the Park. These funds will be utilized to install asphalt. This is an additional surface applied on top of base material funded in 2014.
