Cooperative Ecosystem Studies Units: A NOTICE OF INTENT TO AWARD is issued by the U.S. Fish and Wildlife Service to Oregon State University according to 505 DM 2.14 B(2) and B(4)(see attached NOI). NO COMPETITION IS EXPECTED. PLEASE DO NOT APPLY. This agreement will implement the U.S. Fish and Wildlife Service's (Service) Caspian tern monitoring strategy for the Pacific Coast Region (USFWS 2015) during the 2018 breeding season and evaluate potential sampling refinements to more robustly estimate flyway population size. During the initial execution of the Serviceâ¿¿s monitoring strategy (Peterson et al. 2017) a few opportunities for potential methodological improvement were identified, including greater standardization of colony definition, more representative and consistent sampling among years, and the possible incorporation of non-sample set colony size data into the population estimate. Funding is authorized by the Fish and Wildlife Coordination Act, 16 U.S.C. Sections 661-666c.
