- The National Park Service plans on entering into a cooperative agreement with the Western Governors' Association for coordination of critical loads, atmospheric, and air quality issues and providing a mechanism for regional development and coordination of policy, programs, project, and activities. This project will be issued as a multiyear cooperative agreement to the Western Governors' Association, headquartered in Denver, Colorado.
