Cross-Sectoral Approaches for Biodiversity Conservation: ANNUAL PROGRAM STATEMENTFORCross-Sectoral Approaches for Biodiversity ConservationStatement of Purpose:The United States Agency for International Development, Economic Growth and Agriculture Trade, Office of Natural Resource Managements Biodiversity Team (USAID/EGAT/NRM/B) is using this Annual Program Statement (APS) to generate competition for new awards intended to support a variety of innovative, cross-sectoral approaches to biodiversity conservation. This Annual Program Statement is authorized in accordance with the Foreign Assistance Act. A primary goal of the biodiversity program is to assist developing countries in maintaining biologically diverse habitats and environmental services for long-term social, economic and environmental benefits. The purpose of this Annual Program Statement (APS) is to disseminate information about USAID/EGAT/NRM/B program and to publicize the procedures for the review and selection of concept papers, leading to the application phase. USAID plans to establish a two-step competitive process that initially requires the submission of a concept paper and then a full technical and cost application. The instructions for the concept paper are included later in this document. These concept papers will be evaluated and the most highly rated applicants will be requested to participate in a more detailed competition that will include the submission of a complete technical and cost application. All information requested will be evaluated by a Technical Evaluation Panel (TEP). Applicants will have a minimum of 30 days to submit their full application package.Program Summary and Objectives:Biological diversity, or biodiversity, is the variety and variability of living organisms. The earths biodiversity consists of many elements (including genes, species, and ecological processes), that make up terrestrial, marine and other aquatic ecosystems which both support and result from this diversity. Biological diversity of all kindsgenetic diversity within species, species diversity, and of ecosystems and ecological processesis threatened and being degraded by human activities. Biodiversity is part of the foundation for human well-being. USAID recognizes that improving livelihoods, security, and human health depends on the conservation of biodiversity in healthy ecosystems. USAID assists developing countries in maintaining biologically diverse ecosystems and environmental services while supporting sustainable development and economic growth. EGAT/NRM/B will consider funding activities that explore new cross-sectoral partnerships (including public-private alliances) and linkages contributing to the two objectives listed below. Programs supported under this APS should be results-oriented and shall include targets, relevant indicators and benchmarks. Biodiversity conservation activities should be implemented in a biologically significant area, have explicit biodiversity conservation objectives, and include appropriate monitoring activities. Demonstrate success in addressing threats to biodiversity while capitalizing on opportunities for conservation results across diverse sectors. Develop, apply and share innovative knowledge, skills, capacities and tools to advance cross-sectoral approaches to biodiversity conservation. Cross-sectoral is defined as working across and between linked programmatic areas (such as conservation, health, trade, democracy and governance, economics etc.) to most effectively support relevant goals in all target areas.With the above objectives in mind, EGAT/NRM/B anticipates that this program will contribute to EGAT/NRM Strategic Objective 905-801 which is: Increased social, economic and environmental benefits through healthy ecosystems and sustainable resource management. and its Intermediate Result 1 (IR 1): Improving management and conservation across diverse landscapes through science, interdisciplinary approaches and the adoption of best practices. Where possible, the program should also contribute to other Agency Strategic Objectives related to the sectors described below (for more information please see http://www.usaid.gov/policy/budget/state_usaid_strat_plan.pdf). General information describing USAIDs overall approach to biodiversity conservation can be found in Biodiversity Conservation Program Design and Management: A Guide for USAID Staff and Partners online at: http://www.usaid.gov/our_work/environment/biodiversity/index.html All concept papers must address biodiversity conservation objectives in a cross-sectoral manner which strengthens new partnerships. USAID has a particular interest in the following sectors related to biodiversity conservation, (but not limited to): Disaster mitigation, response and rehabilitation; Human population; Public health issues including HIV/AIDS; Sustainable agriculture; Extractive practices and industries (including fisheries, logging, mining, oil and gas etc.); Economic growth and trade (including poverty alleviation, private investment and sustainable financing); and/or Democracy, governance and conflict.Initiatives supported under this program are intended to support new and innovative strategies that ultimately will facilitate or catalyze systemic change in how biodiversity conservation is approached within the broader conservation community, including policy initiatives. While funding of conservation work at specific sites may be included, such support must be regional, focus on more than one nation and be strongly tethered to opportunities for broader impacts in other regions and/or within the conservation community. Through this program EGAT/NRM/B supports activities where the primary programmatic focus is in countries where USAID has a presence. The broader linkages of site-based work should be made explicit in concept papers. Programs that are narrowly focused on one site, or country, without clear activities and objectives to expand their impact more widely, will not be considered highly competitive.EGAT/NRM/B is committed to supporting cross-sectoral approaches to biodiversity conservation that fully integrate the appropriate socio-economic factors for undertaking such approaches in distinct cultural and geographic settings. These factors include, among others: issues of equity and participation with particular emphasis on mainstreaming gender issues. Initiatives supported under this program should treat gender considerations and relevant socio-economic considerations as core factors to be incorporated throughout policy formulation, planning, evaluation, decision making procedures and implementation. In addition, gender mainstreaming involves giving attention to gender equality in relation to institutional practices that set the overall conditions for conservation and development. Specific technical evaluation criteria are described below. Competitive programs will be strategically designed and follow best practices of financial, social and biological sustainability and participation, when appropriate. Programs should encourage learning, sharing of best practices and adaptive management. Programs should leverage resources and, where appropriate, should complement ongoing USAID and other conservation and development activities. Activities should be results-oriented and should demonstrate clearly the short, medium and long-term biodiversity conservation gains expected. EGAT/NRM/B will be initially accepting brief concept papers which describe proposed cross-sectoral programs. Eligibility Requirements:U.S. Organizations and Non-U.S. organizations are eligible to submit concept papers. U.S. organizations will be administered in accordance with 22CFR 226, OMB Circulars and the USAID Standard Provisions; and non-U.S. Organizations will be administered in accordance with the Standard Provisions. Concept papers may describe activities covering no less than one year and no more than three years.Funding:USAID anticipates awarding up to two (2) Cooperative Agreements each year. Agreements can be for a maximum of three (3) years. Each award will have a total estimated cost of $150,000 to $250,000 per year; the total project costs per award must not exceed $750,000 over the three year period of performance. Support for all years is contingent on the availability of funding. Awards will be made on a rolling basis over a one year time period and subject to available funding for each subsequent year. Evaluation Criteria for Concept Papers:The criteria presented below are tailored to the requirements of this APS. The Concept Papers will be reviewed based on these technical evaluation factors which are listed in order of importance below. In evaluating the different components of the concept paper, USAID will examine the overall merit and feasibility of the papers, as well as specific criteria relevant to each competent as elaborated below. The following technical selection criteria will be used by the review committee in the following order of importance:A. Cross-Sectoral Partnerships: Programs should focus on the development or enhancement of cross-sectoral partnerships. 35 points B. Biodiversity Impact/Results: Programs should demonstrate how activities will contribute to biodiversity conservation results by addressing high priority threats and/or offer distinct opportunities for achieving sustainable biodiversity conservation outcomes. 35 points C. Potential for Systemic Change Benefiting Conservation: Programs should catalyze and promote appropriate systemic changes through innovative practices and approaches while achieving cross-sectoral biodiversity conservation results. 30 points Instructions to Applicants: Concept Papers should be submitted with a clear indication of how the activities will meet the program objectives and criteria described above. a.
