Data Science for Discovery in Chemical and Materials Sciences: The DOE SC program in Basic Energy Sciences (BES) announces its interest in receiving new applications in Data Science for Knowledge Discovery for Chemical and Materials Research with the aim of advancing the use of modern data science approaches (artificial intelligence, machine learning, graph theory, uncertainty quantification, etc.) to accelerate discovery in chemical and materials sciences. This funding opportunity is the first in this topical area sponsored by BES. The program will support Single Investigator/Small Group efforts (up to $500,000 per year) for research with a focus on applying data science approaches and tools for experimental, theoretical/computational, or synergistic experimental/theoretical/computational research in areas supported by BES. Although the research may involve the development of new data science approaches, the focus of the effort should be on advancing understanding of fundamental properties and processes in chemical and materials systems.

All types of applicants are eligible to apply, except Federally Funded Research and Development Center (FFRDC) Contractors, and nonprofit organizations described in section 501(c)(4) of the Internal Revenue Code of 1986 that engaged in lobbying activities after December 31, 1995. DOE National Laboratories and other Federal agencies are not eligible to receive financial assistance awards under this FOA, but they may be considered as part of an unincorporated consortium as described below. A parallel, companion announcement (LAB 19-2082) is available for applications led by DOE laboratories, including DOE/NNSA Federally Funded Research and Development Center (FFRDC) Contractors. Applicants that are not domestic organizations should be advised that: • Individual applicants are unlikely to possess the skills, abilities, and resources required to successfully accomplish the objectives of this FOA. Individual applicants are encouraged to address this concern in their applications and to demonstrate how they will accomplish the objectives of this FOA. • Non-domestic applicants are advised that successful applications from non-domestic applicants include a detailed demonstration of how the applicant possesses skills, resources, and abilities that do not exist among potential domestic applicants. Applications from organizations that propose research related to their commercial activity may be declined without merit review.
