- To apply for DHCS Funding you must be a consortium of; regional institutions of higher education, academic health and research institute, and/or economic development entities located within the Delta Region. Health care cooperatives located in the Delta Region that have experience in addressing the health care issues in the region are also eligible to compete under the RD/DHCS Program. Individuals are not eligible for this program.
