- The Mid‐Pacific Region of the Bureau of Reclamation (BOR) intends to issue a Notice of Intent for a Cooperative Agreements (CESU # 3FC810873) to University of California, Davis under the authority of catalog for domestic assistance (CFDA) 15.512, Central Valley Project Improvement Act, Public Law 102‐575, Section 3406(b)(1)and Section 3407(e) , under the auspices of the Interagency Ecological Program (IEP): Delta Smelt Refugial Population Genetic Management and Monitoring Study . BOR proposes to provide financial assistance for a cooperative effort directed at investigating the causes of this apparent decline and providing scientific information necessary to formulate ways to reverse it. A Determination by the Government not to compete this proposed financial assistance based upon Departmental Manual 505 DM 2, paragraph 2.14(B)(4) is solely within the discretion of the Government. This notice of intent is NOT a request for competitive proposals. Central Contractor Registration (CCR) applies to this announcement.
