Department of Defense (DOD) Fiscal Year 2005 (FY05) Breast Cancer Research Program (BCRP) HBCU/MI Partnership Training Award (HPT).: The United States Army Medical Research and Materiel Command (USAMRMC), Office of the Congressionally Directed Medical Research Programs (CDMRP) invites applications for funding for the BCRP FY05 HBCU/MI Partnership Training Award (HPT). The Historically Black Colleges and Universities/Minority Institutions (HBCU/MI) Partnership Training Award is designed to create collaborative partnerships between HBCU/MI faculty investigators and established breast cancer researchers at other research institutions. The award enables HBCU/MI faculty to obtain the training and experience necessary to establish successful, independent breast cancer research programs at their institutions. It is expected that the collaborating investigators will complete not only innovative research projects that will have a significant impact on breast cancer, but that the quality of the training will enable HBCU/MI investigators to establish independent breast cancer research programs through this award. Selections are based on the significance of the proposed work, the likelihood that the award will advance efforts at the applicants institution to develop an independent and competitive breast cancer research program, the commitment of the collaborating institution, the qualifications of the mentor at the collaborating institution, and the potential long-term impact of this collaboration on producing independent breast cancer researchers. A total of approximately $6 million (M) is available to fund FY05 BCRP HBCU/MI Partnership Training Awards. It is anticipated that approximately four proposals will be funded depending on the number and quality of the applications. Funding for HBCU/MI Partnership Training Awards can be requested for up to $250,000 per year for direct costs, plus indirect costs as appropriate, for up to 4 years. Collaborating institutions may receive up to 40% of total costs during the first year of an award. However, no more than 25% of total costs for the full award can be granted to collaborating institutions during the awards lifetime. This award mechanism must include a Principal Investigator (PI) from an HBCU/MI and a PI from a collaborating research institution. Estimated timelines for the FY05 proposals are as follows: Pre-proposal deadline: April 5, 2005, 5:00 p.m. Eastern Time. Invited Full Proposal Submission Deadline: July 26, 2005, 5:00 p.m. Eastern Time. Electronic submission is required. Proposals will be accepted only as PDF files submitted through the CDMRP eReceipt system. The CDMRP uses a two-tier review process for proposals: scientific peer review, followed by programmatic review. Details of both tiers of review can be found in the Full Text of Program Announcement. Questions related to the Program, proposal format, or required documentation may be addressed to the CDMRP at: Phone: 301-619-7079; Fax: 301-619-7792; E-mail: [email protected]; Mail: Commander, US Army Medical Research and Materiel Command, ATTN: MCMR-ZB-C (BC05-HPT), 1077 Patchel Street (Building 1077), Fort Detrick, MD 21702-5024.
