Detection Systems for Radiological and Nuclear Countermeasure (DSRNC): The Homeland Security Advanced Research Projects Agency (HSARPA) invests in programs offering the potential for revolutionary changes in technologies that promote homeland security and accelerates the prototyping and deployment of technologies that reduce homeland vulnerabilities. HSARPA performs these functions in part by awarding procurement contracts, grants, cooperative agreements, or other transactions for research or prototypes to public or private entities, businesses, federally funded research and development centers and universities. A critical area of focus for Department of Homeland Security (DHS) is the development of radiological and nuclear countermeasure systems that improve our capability to address the threat of a radiological dispersal device (RDD), an improvised nuclear device (IND), or a nuclear weapon being used by terrorists within the US. DHS is implementing a comprehensive systems approach that emphasizes early detection and effective intervention capabilities at the Federal, state, and local levels, as well as post-event capabilities for remediation. Under the Detector Systems for Radiological and Nuclear Countermeasures (DSRNC) program Broad Agency Announcement (BAA), HSARPA solicits detector systems that will contribute to an overall system of countermeasures. These detector systems must provide a high confidence in detection of nuclear material - even when shielded - while maintaining a low rate of false alarms. The attributes desired for these detection systems include the following: ? Ability to detect shielded Special Nuclear Material (SNM); ? High probability of detection of threat materials with a minimum of nuisance alarms and a systematic approach to handle nuisance alarms properly; ? Total cost of ownership low enough to allow systems to be proliferated around points of entry and at critical nodes. The goals of the DSRNC program are to perform the underlying research and development (R&D) to improve existing deployed technologies, and to develop new and enhanced technologies for the detection of nuclear and radiological materials. - Any entity, other than the specific Department of Energy Laboratories listed in Appendix A, may submit a white paper and/or proposal in accordance with the requirements and procedures identified in this Broad Agency Announcement (BAA). Teams, which may include private sector organizations, Government laboratories including Federally Funded Research and Development Centers (FFRDCs), and academic institutions are encouraged to respond. Historically Black Colleges and Universities (HBCU), Minority Institutions (MI), small and disadvantaged businesses (SDB), women-owned businesses (WB), and HUB-zone enterprises are encouraged to submit proposals, and to join others in submitting proposals; however, no portion of the BAA will be set-aside for these special entities because of the impracticality of reserving discrete or severable areas of research and development under this topic.
