Domestic Ebola Supplement to Epidemiology and Laboratory Capacity for Infectious Diseases (ELC) - Building and Strengthening Epidemiology, Laboratory and Health Information Systems Capacity in State and Local Health: The purpose of this supplemental announcement is to assist State, Territorial and Local Health Departments build capacity to prevent, prepare for, and respond to Ebola and other emerging infectious diseases.
