Eligible applicants that are public and nonprofit private entities may include state and local governments, Indian Tribal Governments, institutions of higher education, other nonprofit organizations such as faith-based and community-based organizations and Tribal organizations. For-profit organizations may participate in a grant project but are not eligible to apply as the applicant institution.
